Now the feeder breaker can't be any larger than then SMALLEST of the ratings of the feeder wires or the sub-panel. So I would use a 60 amp breaker and feeders, but with the 100 amp sub-panel. The sub-panel does not need overload protection. It is already protected by the feeder breaker. But the building does need a disconnect.
